Why do people assume someone with ';raccoon eyes'; used a tanning bed, when sunglasses cause the same effect?

People who wear sunglasses outdoors are often pale around their eyes just like those who tan indoors with goggles. For that matter, even regular glasses block UV rays and create the ';raccoon eyes'; effect when that person happens to not be wearing the glasses. So when someone is pale around the eyes, why do people automatically think it's from indoor tanning?Why do people assume someone with ';raccoon eyes'; used a tanning bed, when sunglasses cause the same effect?
Because too many people do fake baking these days, so i guess people assume someone with ';raccoon'; eyes does fake tanning..although i don't know why they would confuse natural tan vs. fake bake... tanning beds make you look orange and natural tans look a lot better/healthier.
