You didn't specify New York City or New York State, so, here goes:
In New York City, it's definitely illegal and you will get caught, so don't even think about it.
In New York State it's probably also illegal but the chances of getting caught are pretty slim, so, go for it!

It is illegal to own any wild animal. Raccoons carry very serious diseases that can be passed to both humans, and domestic pets. They will never become tame.
