How do I dye my hair with raccoon tails?

My hair at this moment has two tails in front and super short in back. I have been attempting raccoon tails for months but I don't know how to do it. I need help and advice.

wellll what i would do is bleach it first - then go through with the black dye and color it onto the hair and just kinda rub it in with your finger
