You might need to be a licensed wildlife rehabilitater. That requires lots of classes and workshops and a test. Raccoons however make horrible pets.
I don't think you can unless your a registered wildlife rehabilitator. Once raccoons reach sexual maturity you will wish you never had one. They will turn and may hurt you and will rip your house apart. I know someone who tried this on two occasions and this is what happened and there is nothing you can do to prevent it.They are a wild animal and meant to live in the wild. Leave them there.
